Risk classification and contestability
A regulator does not ask whether the agents are useful. It asks what class of risk each one sits in, who the human overseeing it is, what the affected person is told, and how they contest a decision they believe is wrong. Every agent in this estate carries an answer to all four, and where the answer is weak it is written as a gap rather than left blank.
