Jurisdiction and residency overlay

Work does not happen in a country called the cloud. Every unit in the estate carries the jurisdiction that governs it, every class of record carries a map of where it is stored and where it is processed, and every crossing between two jurisdictions is registered with the lawful basis that permits it. Where a basis is missing, the route is shown as not cleared rather than assumed.
