Service level contract layer

A shared service that cannot say what it owes, to whom, and what a miss costs is not a service — it is an arrangement. Every committed level on this estate is written down here with its counterparty, its measurement basis, the name of whoever signed it, and the consequence of missing it. Where there is no consequence, the card says so rather than implying one.

Average attainment across the 28 levels is 96.9%. That number is the least useful figure on this page and it is shown once, here, so that nobody mistakes it for the answer. The questions that matter are which levels are measured rather than asserted, which have a signature, and which have a consequence — and those three are answered level by level below.

Why levels were missed

29 breaches by agreed root cause

Source system unavailable9
Never established5
Intake data quality4
Volume above plan4
Model quality degraded3
Upstream function late2
Change or release1
Human reviewers unavailable1
5 of the 29 breaches were closed without a cause anyone would put their name to. Those are the ones that will happen again, and they are counted here rather than folded into a nearby category to make the chart tidy.

What a miss actually cost

Credit state across the breach ledger

No clause to invoke19 · $0
Credit paid5 · $20.0k
Never claimed3 · $10.9k
Credit due1 · $3.6k
Disputed1 · $3.6k
19 misses cost nothing because the level they broke has no clause to invoke. A further $10.9k of credit was earned and never claimed. Credit amounts are modeled: a rate is applied to a modeled monthly charge, because this estate has no real invoice behind it.

Actions

What is waiting on a person

A service level that nobody reviews is a number, not a commitment. These are the ones that need a person this week.

Operations

What this desk is allowed to start

A surface that only reports is not operable. This is the work this page can set in motion, and the bound it runs into.

Trigger and bound

This desk can start a measurement window and publish an attainment figure against a defined service level. It cannot renegotiate a target, waive a breach, or issue a credit — each of those changes what the business has promised somebody, so each needs a named signatory.

Live observability

What the record shows right now

Service level status. Asserted means a level is published with no measurement behind it yet.

Is policy and strategy coming to fruition

Whether the written intent is holding here

6 of 28 service levels were attained. 12 were breached and 8 are overdue for review.

Not holding on the record

The policy position is that every service this platform oversees carries a measured commitment. On the record, 21.4% were attained, 12 were breached and 2 carry no measurement at all. 8 are past the review date written into their own definition. Of 17 live breach obligations, service credits remain the least settled part — most breaches on this estate have no credit clause to invoke.

What this page is, and what it is not

Drill results are measured against a modeled estate on a rehearsal calendar of our own making. Recovery times here are real measurements of a simulation, not evidence that a customer's production estate recovers in the same time.

The contract structure is real: scope, counterparty, measurement basis, signature, review cadence, penalty basis and a breach ledger with causes. The attainment figures and the credit amounts are modeled. There is no invoice behind this estate, so a credit here is a rate applied to a modeled monthly charge, not money that moved.

16 of the 28 levels carry no consequence at all, and only one of them puts fee at risk. One is written to an external customer. That is the honest shape of most shared-service agreements, and it is shown rather than corrected, because a page that quietly gave every level a penalty clause would be describing a contract nobody signed.

5 levels are asserted rather than measured, 7 have no signature, and 8 are past their review date. None of those are shown green.
