Changed decision rights
This is the clause a works council actually argues about: not how many people, but who decides. Each row states the decision, who held it before, who holds it now, and what a human keeps regardless.
The ceiling itself is set and changed only by a human policy owner, and any single release can be recalled by the sub-function owner.
The decision. The agent cannot close an exception on its own in any German sub-function.
The leader may escalate anything at any time; the triggers set a floor, not a ceiling.
Monitoring commitments
What the company will and will not measure about a person once agents are doing part of their work. Each commitment carries the limit that makes it enforceable rather than a statement of intent.
Agent throughput, exception rate and cycle time are reported at sub-function level only.
Bounded by: No report in the product breaks these figures to an individual employee. The aggregation floor is the sub-function, not the team.
Individual work is visible only where a named human is the accountable approver on a specific decision.
Bounded by: That visibility exists because the approval must be attributable for audit. It is not used for performance appraisal, and the appraisal system does not read it.
Queue assignment does not rank employees against each other.
Bounded by: Routing uses unit attributes and authority ceilings. It does not read any productivity score, and no such score exists in the estate.
Evidence records retain the actor on every decision for seven years.
Bounded by: Retention is set by the audit requirement. Access is limited to control testing and dispute review, both of which are logged.
Appeal route
Any employee whose work is routed, scored or escalated by an agent may ask for the decision to be re-made by a named human within five working days. The request goes to the sub-function owner listed on the role transition record; if the employee is not satisfied, it escalates to the function leader and then to the HR business partner named on the same record. The agent decision is suspended while the review is open. Every review is logged against the originating unit reference and is disclosable to the representative body on request.
